RCEF-LSA
Overview
The Rice Competitiveness Enhancement Fund – Learning Site for Agriculture (RCEF-LSA) is a farm practicing applicable agricultural technologies, employing rice-based diversified farming system and operating successfully, thus, worthy to be replicated by the rice farmers in the community and other visiting farmers.
RCEF-LSAs shall serve as model or an example to showcase applicable rice-based farming technologies to help improve capabilities as means to improve capabilities of small farmers or other rural-community members. Specifically, it shall serve as:
- Practicum area to complement classroom learning;
- Venue for practical and hands-on learning for immediate use;
- Learning site for other farmers, other rural community members, ATI’s training participants and other interested groups; and
- On-the-job training (OJT) site for ATI’s scholarship program grantees and its other programs such as the “Adopt a Farm Youth Program” under the 4-H Farm Youth Program, and interested agriculture students and individuals.
Qualification Requirements
The Farm
- Must be actively operating
- Must be at least 1 hectare of rice area located within the identified rice-growing municipalities/cities in the 57 priority target provinces for the implementation of RCEF.
- Engages in rice-based farming system
- Demonstrates applicable technologies and farming strategies
- Has basic techno demo farm facilities, equipment, training area, wash room, and toilet
- Accessible by land and other transportation facilities
The Farmer Cooperator
- Must be registered in the Registry System for Basic Sector in Agriculture (RSBSA)
- With potentials to become a farmer-extensionist
- Willing to act as trainer/resource person/source of technology for various groups
- Willing to make available his/her farm as techno demo area or hands-on learning site
- Physically fit to perform his/her responsibilities
Rice Cooperative/Association
1. Must be registered with any of the following:
a. Cooperative Development Authority (CDA)
b. Security Exchange Commission (SEC)
c. Department of Labor and Employment (DOLE)
2. Accredited by the DA as Civil Society Organization/s
3. Must be managed and operated by Filipino citizens
4. Must have certificate of good standing from accrediting agency or proof of ongoing economic activity such as, but not limited to, credit and business
5. Selected members must be willing to act as a trainer/resource person for various groups
6. Farm of the members must be willing to make this available as learning site for hands-on activity.
State Universities and Colleges (SUCs) and other government-owned agencies
- Should be successful in demonstrating farming as a viable enterprise for learning purposes
- Should have staff permanently assigned with Special Order/Designation as evidence to maintain the farm operation and demonstrate technologies for the clients at any given time
- Willing to act as trainer/resource person for various groups
- Willing to make available his/her farm as techno demo area or hands-on learning site.
Step 1: Briefing. The applicant shall be briefed about the procedure, requirements, and responsibilities of an LSA using the LSA Briefer.
Step 2: Self-Assessment. The applicant shall conduct a self-assessment if they are qualified to become a certified LSA I based on the briefer.
Step 3: Submission of duly accomplished documentary requirements. The LSA applicants shall submit the following documentary requirements: (a) Signed Briefer; (b) Self-Assessment form; (c) Letter of Intent to become a farming/agri-processing enterprise LSA addressed to ATI Director; (d) Endorsement from Municipal/City Agriculture Office or Provincial Agriculture Office; and (e) Farm/Agri-Processing Enterprise Profile Form; Additional requirements (If applicable):
- For agri-processing enterprise, certified true copy of the business permit and DTI/FDA registration;
- For government institutions, a Special Order designating/assigning a permanent staff for the operations of the farm/agri-processing enterprise;
- For organizations, a Board Resolution, SEC Registration / Articles of Incorporation / BIR Registration;
Step 4: Evaluation of Documentary Requirements. The submitted documentary requirements shall be reviewed upon receipt of the application. The applicant will be informed about the results;
Step 5: Field/Virtual Validation. The field/virtual validation shall be undertaken by the TWG to ensure compliance or conformity to approved guidelines.
Step 6: Endorsement of LSA application documents to ATI-CO by the ATI-RTCs. A scanned copy of duly accomplished application documents with endorsement of the RTWG.
Step 7: Issuance of Certificate and Memorandum of Agreement/Memorandum of Understanding Signing. Complete application requirements shall be issued Certification as LSA.

Kindly secure also an Endorsement Letter from your City Agriculture Office.
As soon as they are all done, please submit the duly filled out forms and the endorsement letter (scanned copies) to rtc11.dcc@ati.da.gov.ph . We will notify you for the schedule of field validation/evaluation of the farm.
