A group of 31 seed inspectors from across Region XII completed an intensive five-day technical training course on Hybrid Rice Seed Production from April 26 to 30, 2026. Hosted at the Agricultural Training Institute–Regional Training Center XII in San Felipe, Tantangan, South Cotabato, the capacity-building program was implemented through a strategic partnership with the Bureau of Plant Industry–National Seed Quality Control Services (BPI-NSQCS) XII and PhilRice XII. Spearheaded by the ATI XII Rice Program, the joint initiative focused on upgrading the field-level technical competencies of regional inspectors to guarantee strict quality control in local seed distribution networks.
OIC Center Director Dr. Jessie V. Beldia opened the training by highlighting that seed inspectors serve as the frontline defense for the region's agricultural productivity. He noted that their capability to assess genetic purity and seed health directly impacts the success of rice farmers throughout the SOCCSKSARGEN region. Over the course of the training, senior experts from PhilRice Midsayap and BPI-NSQCS XII provided deep-dive lectures on the biological and administrative aspects of hybrid seed verification. Senior Science Research Specialist Isagane V. Boholano from PhilRice Midsayap led foundational sessions covering the economic advantages of hybrid rice, heterosis (hybrid vigor), genetic male sterility mechanisms, and the explicit physical characteristics of specific varieties like the Thermo-Sensitive Genetic Male Sterile (TGMS) Hybrid Mestiso 19 and 20.
The technical curriculum also detailed the rigorous administrative and protocols required to maintain official certification standards. Senior staff from BPI-NSQCS XII covered essential regulatory workflows:
Certification Mechanics: Agriculturist II Joy Tamamay unpacked the legal frameworks and structural steps required for formal hybrid seed approval, while Laboratory Technician II Raffy B. Favila instructed participants on setting up and analyzing control plots.
Field Protocol & Logistics: Field inspection roles were defined by Laboratory Technician Jordan D. Soberano, followed by a detailed demonstration on standardized seed sampling, proper composite sample preparation, and warehouse logistics—including specific protocols for seed bagging, piling, and tagging—by Agricultural Technologist Richard Felix A. Garciano.
Quality Testing: Science Research Specialist Shirley A. Balidiong shared institutional methodologies for laboratory seed testing, field rouging techniques, and the removal of off-types to preserve crop genetic purity.
The training program concluded on April 30, 2026, with an experiential field deployment to a commercial hybrid rice seed production farm in Lebak, Sultan Kudarat. This practical application allowed the inspectors to execute live field evaluations, practice seed sampling techniques, and observe actual large-scale production workflows. By linking regulatory theory with hands-on diagnostic training, ATI XII and its partner agencies ensure that Region XII's seed inspectors are fully equipped to protect the agricultural supply chain and improve the overall yields of local rice farmers.
