For over 30 years, Rey Belangbelang of Upi, Maguindanao del Norte, toiled on his farm with outdated practices, low yields, and minimal returns. Thanks to the transformative power of the Rice Competitiveness Enhancement Fund (RCEF), Rey’s journey took a remarkable turn. Armed with knowledge, certified seeds, and modern tools, he transitioned from subsistence farming to thriving as a modern farmer producing over 10 tons per harvest.
