SURIGAO CITY, Surigao del Norte – Lauded for their expeditious implementation of activities under the Province-led Agriculture and Fisheries Extension System (PAFES), Surigao del Norte has now crafted its first draft of the much-important Collaborative Provincial Agriculture and Fisheries Extension Program (CPAFEP). This is the first-ever among the four non-pilot provinces of PAFES in Caraga region.

OIC Center Director Fil Victor Babanto during his message congratulated Surigao del Norte for being the first to craft the CPAFEP among the non-pilot provinces of Caraga region. He also mentioned the co-financing arrangement in PAFES as well as the Devolution Transition Plan (DTP) of DA.

The CPAFEP is an integrated set of projects and activities in sharing technical, market, policy, and related advisory to support agriculture and fisheries in the province. Surigao del Norte was able to accomplish this after the conduct of a planning workshop and the effort of the Provincial Agriculture Office in consolidating municipal/city plans and proposals.

On May 20, 2022 at the JB Nature Farm in Brgy. Sukailang, participants from the Local Government Units (LGUs), National Government Agencies (NGAs), State Universities and Colleges (SUCs), and the private sector convened again for the presentation and critiquing of Surigao del Norte’s initial CPAFEP output.

The presentation was categorized into three major areas: crops, fisheries, and livestock. Representatives from DA-RFO, ATI, NIA, PhilFIDA gave their comments especially on some functions to be devolved to the LGUs. In effect, the identified projects and interventions needed to be streamlined and harmonized with NGA plans and programs. Thus, the initial CPAFEP has to be revised based on the comments and suggestions and needed to be presented again for comments before its finalization, approval, and adoption around July 2022.

Among those present during the presentation were Regional Technical Director Rebecca Atega, Provincial Agriculturist Ruby Ann Lagahit, Provincial Veterinarian Dr. Life Shiela Cubillanes, and OIC Center Director Fil Victor Babanto. Edelmira Luminarias, PAFES Focal Person, and Marco Antonio Morido, APCO-SDN Chief, were also present to give inputs and suggestions. There were 47 invited participants and guests during the one-day activity.
