TAGAYTAY CITY - The Agricultural Training Institute (ATI), through its Supply and Management Office (SMO) and in coordination with the Commission on Audit (COA), conducted its first-ever training on the Property and Supply Management System (PSMS) on September 22-26, 2025 at the COA International Training Center and Dormitory, Tagaytay City. The activity aimed to enhance the efficiency, transparency, and accountability in managing government resources.

In her opening remarks, ATI Director Antonieta J. Arceo emphasized the importance of the training and the key responsibilities of Property Officers. Ms. Arlene S. Nilo, head of the Administrative Unit, added that the training addresses a vital gap in staff development for the Institute’s continuous improvement.

Atty. Joven M. Macasinag, State Auditor IV, discussed Internal Control over Property and Supply Management. He highlighted the Internal Control Standards for the Philippine Public Sector (ICSPS) and explained the roles and liabilities of agency heads in ensuring effective property management.

The second session focused on Procurement Laws, highlighting the transition from Republic Act 9184 to the new Republic Act 12009, which allows a three-year adjustment period. Auditor Jenelyn M. Cuanico, Auditor III and ATI’s resident auditor, discussed Other Modes of Acquiring Government Property, which covered different methods such as donation, barter, transfer, construction, confiscation, attachment, seizure, and production, supported by real-life examples.

Participants also learned about the Project Procurement Management Plan (PPMP) and Annual Procurement Plan (APP), emphasizing proper documentation and compliance with the new procurement guidelines.

Representing ATI-RTC XIII, Ms. Ligaya M. Antiola, Supply Officer, participated in the training to reinforce regional implementation of standardized property and supply management practices.
