The Agricultural Training Institute-Central Luzon (ATI-CL) successfully held its 16th Management Review (ISO Management Review for FY 2026, 1st Semester) on July 6–7, 2026 at ATI-RTC III, Brgy. San Ramon, Dinalupihan, Bataan.
The two-day activity served as both a management and performance review, ensuring the sustainability of the Quality Management System (QMS) and strengthening strategies for the effective delivery of programs, projects, and services of the Center.
ATI-CL OIC-Center Director, Dr. Emmanuel L. Orogo, opened the activity by stressing that audit focus on processes, not individuals, and highlighted the importance of continuous improvement.
Updates from the 15th Management Review were presented, covering improvements in training delivery, dormitory facilities, and evaluation of resource persons, while external providers such as motorpool, janitorial, and dormitory services were also assessed.
Staff were briefed on new directives including energy conservation, flexible work arrangements, financial management, and stricter compliance with government accounting standards.
In addition, the section chiefs and unit heads presented their risk assessment plans and their section's accomplishments regarding the plans.The Internal Quality Audit (IQA) discussed the compliance of the center’s units and sections with the set standards and quality processes.
For service providers, the Admin and Finance Unit (AFU) reported on the performance of internal providers, including feedback on drivers, janitorial services, and vehicle evaluation.
They also reviewed the performance of ATI-RTC III regular staff and contract of services personnel. Feedback was likewise given on the dormitories in Dinalupihan and Palayan City, focusing on areas that need improvement to better support staff and trainees. Meanwhile, the Information Services Section (ISS) shared updates and feedback on the Knowledge Resource Center.
On the second day, discussions focused on the RFAs issued, addressing nonconformities, corrective actions, and the effectiveness of measures taken, along with identified risks.
ATI–CL reviewed Monitoring and Measurement Results, comparing targets against accomplishments for the first semester of FY 2026, and presented the Results and Corrective Actions of the Internal Quality Audit.
The performance of external providers including security services, vehicle rentals, suppliers, and catering services was also evaluated. Staff assessed the adequacy of resources, particularly the obligation and disbursement performance of FY 2026 under each commodity banner program.
Furthermore, discussions covered the visibility of the Citizen’s Charter, with all sections tasked to post their process flows by July 20, 2026. Suggestions for improvement included better training venues, upgraded sound systems, stronger internet connectivity, and more comfortable dormitory facilities.
Development Management Officer I, Engr. Rannel S. Cruz, also introduced the TRAIL Travel Record and Accomplished Information Logs, an online tracking system to help staff manage travel orders and activity records more efficiently.
The Management Review ended with recognition of each section’s contributions to the success of the first semester. In his closing message, Dr. Orogo reminded everyone that “Quality is everyone’s responsibility”, underscoring ATI-CL’s commitment to continuous improvement, effective service delivery, and stronger support for farmers, fisherfolk, and stakeholders in the region.
