The Agricultural Training Institute-Central Luzon (ATI-CL) convened its 2nd Quarterly General Staff Meeting for Fiscal Year 2026 on June 22, 2026, at ATI-CL Government Complex, Brgy. San Ramon, Dinalupihan, Bataan, reaffirming its commitment to strengthening coordination and ensuring the effective implementation of programs and services for farmers and fisherfolk across the region.
The meeting was led by Dr. Emmanuel L. Orogo, OIC-Center Director, who presented key management updates and strategic directions for the Center. Discussions included a review of ATI-CLโs physical accomplishments against its targets, as well as updates on obligations and disbursements to ensure transparency and accountability in the utilization of public funds.
Each section, unit, and the Agricultural Training Institute Employees Association (ATIEA) Central Luzon also presented accomplishment reports and outlined upcoming initiatives that will contribute to the continued advancement of the agricultural sector in Central Luzon.
Administrative matters were likewise discussed to promote discipline and efficient public service. Among the topics tackled were the implementation of the 4-day work week in selected government offices, attendance during Flag Ceremonies and Flag Retreats, proper wearing of official uniforms, and the use of ATI Identification Cards. The Center also reviewed actions taken in response to the Audit Observation Memorandum (AOM), particularly the reconciliation of general ledger and subsidiary records, as well as the inventory management of Personal Protective Equipment (PPE). Internal organizational initiatives were also highlighted, including Learning and Development programs for employees, energy and fuel conservation measures, and preparations for the upcoming ATI Luzon Cluster Sports Fiesta.
Updates on the MAYA Program were presented, covering the status of interns and partner institutions, the June budget allocation, and concerns raised by training centers. The report also addressed the official withdrawal of nine interns and the designation of their corresponding replacements to ensure program continuity. A key highlight of the meeting was the discussion on the Philippines Sustainable Agriculture Transformation Program (PSAT) and its complementary Technical Assistance for Sustainable Agriculture Transformation Program (TASAT). Funded through the World Bank, these landmark initiatives aim to enhance the countryโs rice and vegetable sectors through the achievement of Disbursement-Linked Indicators (DLIs), particularly the targets under PSAT DLI 5.
The meeting also covered directives from the Secretary of Agriculture, including the commitment of the Regional Development Office (RDO) and the Bureau of Fisheries and Aquatic Resources (BFAR) to deploy 4,000 Agricultural Extension Workers (AEWs) nationwide. Updates on Geographical Indications and other agricultural development initiatives were likewise presented.
In addition, participants were oriented on newly issued legal and administrative guidelines, including the Animal Industry Development and Competitiveness Act (RA 12308, s. 2025), General Memorandum Order No. 01, s. 2024 on the Delegation of Authority, and updated Department of Agriculture policies governing international travel and training.
Through proactive planning, effective communication, and sound management practices, ATI Central Luzon continues to strengthen its capacity to deliver quality services, knowledge, and agricultural technologies that support farming and fishing communities throughout the region.
