BANGA, Aklan – In pursuit of capacitating farmer leaders in the region, ATI Region 6 sails its first batch of Capability Enhancement of Rural-Based Organization Leaders in Western Visayas (P4MP) on May 14-16, 2024 at ATI Training Hall with a total of 20 participants.
This three-day training aimed to enhance and strengthen the capability of the RBO officers and members by creating a five-year development plan as the basis for their plans, programs, and activities towards their active participation in the agriculture and fisheries sector and to complement the activities of the Agricultural Training Institute.
Rural-based organizations (RBOs) are organized groups of farmers, rural women, and youth. They comprise the Pambansang-Mannalon-Magbabaul-Mag-uuma-Magsasaka ng Pilipinas (P4MP), Rural Improvement Club (RIC), and 4-H Club. These organizations have existed for more than five decades and have helped the Agricultural Training Institute disseminate information at the grassroots level.

Guarin, Associate Professor V of Aklan State University, who serves as the resource person, educated the farmer leaders about the importance of SWOT Analysis, Vision, Mission, Goals, and Objectives. She punctuated that to have a successful organization, everyone must cooperate in their activity over time to be profitable and financially sustainable while positively impacting people and the environment as they achieve their objectives.
"You are gathered here with a purpose. As a volunteer, you are an invaluable resources for nonprofit organizations and associations. Organizations like P4MP should try to create a collaborative working environment. It would be best to establish your authority when it comes to money because money is the life of an organization. Kung wala ito, parang nawalan na rin ng buhay ang inyong organization”, said Dr. Guarin during her talk about Vision, Mission, Goals and Objectives.

On the other hand, Mary Ann A. Ramos, Center Director of ATI Region 6, supported our participants. She pointed out that it is in the hands of the P4MP leaders to uplift the morale of our regional farmer leaders.

He said, "Leaders in Western Visayas would benefit from this Capacity Building of Rural-Based Organizations since it will give us more and better management and operational expertise. As the leader of our association, we will implement all we have learned in this competency training and share it with our farmer members so they can practice modern mechanized farming."
In any development efforts, particularly for the grassroots, ATI taps the RBO's Provincial and Municipal Officers to fast-track rural-based organizations' advancement in their respective provinces and municipalities while recognizing their contribution to the organization. It is also necessary to capacitate and empower them by assisting them in crafting their plans, programs, projects, and activities as the basis for initiating their development efforts.
