Hermelindo D. Diocera, President of Pasugue Farmers Association, expressed his gratitude during the impression. He said, "Leaders in Western Visayas would benefit from this Capacity Building of Rural-Based Organizations since it will give us more and better management and operational expertise. As the leader of our association, we will implement all we have learned in this competency training and share it with our farmer members so they can practice modern mechanized farming."

In any development efforts, particularly for the grassroots, ATI taps the RBO's Provincial and Municipal Officers to fast-track rural-based organizations' advancement in their respective provinces and municipalities while recognizing their contribution to the organization. It is also necessary to capacitate and empower them by assisting them in crafting their plans, programs, projects, and activities as the basis for initiating their development efforts.
