Baybay City, Leyte – The Agricultural Training Institute – Regional Training Center 8 (ATI-RTC 8) conducted its 2026 Midyear Performance Review and Budget Execution Workshop on July 13 to 15, 2026. The three-day activity gathered management and personnel to evaluate the Center's first semester accomplishments, assess organizational performance, and align priorities for the remainder of the year.

The workshop focused on reviewing the implementation of the Center's Quality Management System (QMS) to ensure its continuing suitability, adequacy, and effectiveness. Staff also assessed the relevance of existing policies and quality objectives while identifying areas for improvement to enhance service delivery and organizational performance. In addition, the activity served as a venue for monitoring budget utilization and ensuring that planned programs and activities remain on track.

During the management review, the management, headed by Center Director, Ms. Hazel Grace Taganas, underscored the importance of strengthening the QMS by ensuring that all personnel are fully familiar with the 2026 Quality Objectives (QOs). Management also directed all concerned units to ensure the timely submission of Commission on Audit (COA) reports, implement the revised Disposal and Inventory Committees, and update the Center's Citizen's Charter in both printed and online platforms. In line with the Anti-Red Tape Authority (ARTA) requirements, all sections and units were instructed to strictly comply with the prescribed processing timelines for government transactions.

To further improve documentation and compliance, Training Management Teams were tasked to maintain scanned copies of participants' re-entry plans and upload them to the One-Click repository. Units were likewise instructed to complete supplier evaluations, staff development documents, and the Center's Risk Management Plan within the agreed timelines. Personnel were also reminded of the timely submission of their Personal Data Sheets (PDS) using the updated form from the Civil Service Commission (CSC) and the Individual Performance Commitment and Review (IPCR).

Management also clarified institutional policies concerning fund reporting, honoraria for resource persons, reimbursement of emergency medical expenses incurred during training activities, and the proper documentation of returned information and communications technology (ICT) equipment. These policy clarifications are expected to strengthen financial accountability, transparency, and operational efficiency across the Center.

As the workshop concluded, participants agreed that the primary output of the assessment would be the consolidated Midyear Accomplishment Report of ATI-RTC 8, which will serve as the basis for identifying catch-up plans for remaining activities, evaluating the accomplishment of first semester IPCR commitments, and finalizing the performance targets for the second semester. The activity reaffirmed ATI-RTC 8's commitment to continuous improvement, sound governance, and the delivery of quality extension services to the agriculture and fisheries sector in Eastern Visayas.
