CAR LGU AOMA 2022: Taking Management to a New Level through Positive Workplace Values

LA TRINIDAD, BENGUET. It has been more than two years since they met as a group, and while there have been opportunities to discuss among themselves during the heights of the COVID-19 pandemic these were only through virtual meetings and limited face-to-face gatherings. This year the Cordillera Administrative Region Local Government Unit Agriculture Office Managers Association (CAR LGU AOMA) held their annual AOMA assembly meeting at the ATI-RTC-CAR in La Trinidad, Benguet on June 8-9, 2022 on a face-to-face mode. The LGU AOMA is an association of provincial and municipal heads of the agriculture, and veterinary offices in the LGUs which serve as a mechanism for the harmonized and efficient delivery of training and other extension services at the provincial and municipal levels.

The CAR LGU AOMA set a record for this year’s meeting when most of its members attended with 57 participants representing 56 agriculture offices in CAR. There are 52 municipalities who sent their respective Municipal Agriculturists/Municipal Agriculture Officer/Officers-In-Charge/designated representatives. Particularly, there were 33 Municipal Agriculturists, five Municipal Agriculture Officers, ten Officers-In-Charge, and four municipal representatives. Also, in attendance are the provincial agriculturists of Ifugao and Kalinga, the Provincial Veterinarian of Benguet, while the Provincial Office for Veterinary Services of Kalinga also sent two representatives.

One of the major agenda of the activity is the Association’s business meeting and election of new set of officers. The Provincial AOMA composed of provincial agriculturists and provincial veterinarians deferred their election of officers due to lack of quorum. The Municipal AOMA proceeded with their election of officers who will serve from 2022 to 2024. The new set of officers are Ceferino C. Oryan, Municipal Agriculturist of Barlig, Mountain Province as President; Hermina C. Bolaoit, Municipal Agriculturist of Villaviciosa, Abra as Vice President; Joan M. Agrong, Municipal Agriculturist of Sadanga, Mountain Province as Secretary, Cherry L. Sano, Municipal Agriculture Officer of Atok, Benguet as Treasurer; Jenelyn C. Massagan, Municipal Agriculturist of Pasil, Kalinga as Auditor; Marivic B. Lagmay, Municipal Agriculturist of Pudtol, Apayao as Public Relations Officer; and Eugene M. Culimay, Municipal Agriculturist of Alfonso Lista, Ifugao as Business Manager. After the election the group made a review and agreed on updates to their Association’s policies and guidelines.

Aside from the regular meeting, one of the highlights of this year’s assembly is a lecture on strengthening positive values in the workplace with the Council for the Restoration of Filipino Values (CRFV) which is a CSC-accredited learning and development institution. Mr. Jesus V. Sison of the CRFV served as resource person for the session where he walked the participants through the essence of Filipino values as a fundamental element in office management and in public service. Specifically, Mr. Sison gave emphasis on the importance of excellence in the workplace and the importance of “celebrating” or valuing feedback from both their colleagues and client.

The activity was capped by a farm visit at the Cosmic Farm, one of the ATI-certified Schools for Practical Agriculture on Organic Farming and is located at Beckel, La Trinidad, Benguet. The exposure of the municipal agriculture office managers at the Cosmic Farm aims to elicit ideas from the examples of the Farm which they can duplicate or innovate at their respective offices and municipalities towards enhancing extension services at the local level.
