QUEZON CITY โ The Agricultural Training Institute (ATI), through the Policy and Planning Division, conducted the Technical Review and Planning Workshop โ Batch 2 for its ATI Training Centers, focusing on the rollout of the Expanded Basic Agricultural Extension Course (EBAEC) and the integration of emerging priorities into their FY 2028 Plans and Budget Proposals (PBPs).
The activity was held exclusively for the ATI Training Centers from Luzon, Visayas and Mindanao with representatives headed by the Center Directors with their designated planning officers. The plans and proposals were subject to review and critiquing by the panelists from the ATI Central Office, composed of the Directorate, division chiefs and officers-in-charge of the administrative and finance units.ย
In her opening remarks, ATI Director Remelyn R. Recoter highlighted FY 2028 as a pivotal year for the Institute as the country transitions to a new national administration. With the priorities of the incoming administration yet to be determined, she emphasized the need for ATIโs plans to remain responsive and adaptable to emerging national directions.
Recoter also emphasized the need to prepare for possible changes in the agriculture and fisheries extension (AFE) system under the new bill. She noted that these changes may affect theย ATIโs mandate and organizational structure, but could also provide opportunities to strengthen the Institute and expand extension services down to the municipal level.
She highlighted the need to accelerate the delivery of the Department of Agricultureโs (DA) expected outcomes, particularly through the rollout of the EBAEC in the regions, following the Agriculture Secretaryโs approval to utilize the funds generated from the Instituteโs energy-saving measures. Recoter further urged the Center Directors to integrate gender and development, climate change, value chains, and other emerging concerns into their plans while maintaining flexibility to respond to the directions of the incoming administration.
The Director also encouraged the ATI workforce to sustain the Instituteโs strong performance following its recognition as Top 2 Performer in Cluster 2, Subcluster 2.1 โ Bureaus during the DAโs FY 2025 Performance Appreciation System for Operating Units Awarding Ceremony. She urged everyone to continue pursuing the 2026 targets and contributing to the overall performance of the Department.
Upon presenting the proposals of the ATI Training Centers, the recommendations and agreements generated during the activity would serve as reference for the team to revise and finalize their FY 2028 PBPs. This ensures that their plans remain strategic, responsive, feasible, and aligned with ATIโs continuing role in strengthening the Philippine AFE system.
