Shaping Standards: ATI Crafts Framework for Effective Use of M&E Information

To strengthen transparency and evidence-based decision-making, the Agricultural Training Institute (ATI) convened a Virtual Consultation on the Crafting of the Guidelines on Standards and Protocols for the Dissemination and Utilization of Monitoring and Evaluation (M&E) Information last September 8, 2025.

The session gathered representatives from ATI central office divisions and its network of regional training centers directly involved in program and operational monitoring. The consultation presented the draft guidelines and solicited feedback to make them comprehensive, practical, and responsive to institutional needs. Once finalized, the framework will guide the effective use of M&E information across ATI.

In her opening remarks, Deputy Director Antonieta J. Arceo stressed the need to institutionalize communication standards as a core part of ATI’s M&E initiatives. She said the guidelines will promote transparency, accountability, and evidence-based decision-making across programs.

Participants actively shared inputs on refining submission protocols, safeguarding data privacy, and leveraging digital platforms for wider information sharing. They also called for clearer roles, streamlined reporting timelines, and templates to consolidate evaluation results.

ATI aims to finalize and release the guidelines by November 2025. Once adopted, these will establish a standardized system for communicating, sharing, and using M&E information across the Institute and its stakeholders.

Closing the event, Policy and Planning Division Chief Milagros Urbano highlighted the value of clarity in M&E processes. “Clarity is power,” she affirmed, reiterating ATI’s commitment to strengthen its monitoring and evaluation framework as part of its role as capacity builder, knowledge bank, and catalyst of the Philippine agriculture and fisheries extension system.###
