
DILIMAN, Quezon City -- As part of its ongoing commitment to results-based program implementation, the Agricultural Training Institute (ATI), through its Policy and Planning Division (PPD), conducted a Technical Guidance Session on the Development of Program Logical Frameworks (LogFrames) for selected Agriculture and Fisheries Extension (AFE) programs. The national program coordinators with their counterparts from the ATI Training Centers attended the activity to boost their capacity in creating clear, coherent, and strategically aligned logframes for improved program planning, monitoring, and evaluation within the ATI network.
Serving as resource person was Dr. Arlene L. Flores, former Center Director of ATI-Cordillera Administrative Region whose expertise was on agricultural extension planning and program development. Dr. Flores emphasized that “LogFrame development is more than a compliance requirement—it is a critical analytical tool that lays the foundation for effective program implementation.” She discussed how a well-structured LogFrame links goals, objectives, outputs, and activities, allowing programs to be both measurable and manageable.
She further underscored the importance of preparing the LogFrame prior to drafting the full program document. This ensures that interventions are aligned with national and institutional priorities such as the ATI Corporate Plan, the AFE Strategic Plan, and the DA Secretary’s Nine Key Strategies. Additionally, Dr. Flores noted that clear LogFrames help define realistic and achievable objectives, support evidence-based decision-making, and guide evaluators in measuring program outcomes and impact.
During the hands-on workshops, participants developed draft LogFrames for five priority programs set for evaluation in the next two years:
- Young Filipino Farm Leaders Training Program in Japan
- Filipino Young Farmers Internship Program in Taiwan
- Youth Internship Program on Organic Agriculture
- Educational Assistance for the Youth in Agriculture (EAsY Agri)
- Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program
Through this initiative, the Institute reaffirms its commitment to fostering a culture of accountability, strategic planning, and excellence in program implementation. By developing LogFrames and comprehensive program documents, AFE programs are better equipped to deliver measurable outcomes that advance a more resilient, inclusive, and sustainable agriculture sector.
The activity was held last June 17 to 19, 2025, at the ATI Central Office in Diliman, Quezon City.
