DILIMAN, QUEZON CITY – The Agricultural Training Institute (ATI), through its Policy and Planning Division (PPD), conducted an Online Technical Guidance Session on the Evaluability Assessment of Selected ATI Programs on May 25–26, 2026. The activity gathered 15 National Banner Program Coordinators for Rice, Corn, High-Value Crops Development, Organic Agriculture, and Livestock, along with selected program coordinators and key implementers from ATI Training Centers nationwide.
The two-day session aimed to strengthen participants' capacity to conduct evaluability assessments and prepare programs for future evaluations. Participants were oriented on the National Evaluation Policy Framework (NEPF), the evaluation process, and ATI’s Evaluation Agenda to ensure that evaluation efforts align with organizational priorities and national development goals.
A key component of the activity focused on Evaluability Assessment, which determines whether programs are ready and suitable for evaluation. Through workshops and feedback sessions, participants identified priority programs for evaluation and assessed their readiness based on results frameworks, data availability, evaluation questions, risks, timelines, and resource requirements.
In her message, ATI Director Remelyn R. Recoter underscored the importance of designing and implementing programs that deliver measurable and meaningful results. She emphasized that assessing the evaluability of ATI’s banner programs helps ensure the efficient use of government resources while supporting clear, verifiable, and sustainable outcomes. She also encouraged participants to actively engage in the discussions and continue strengthening ATI’s planning, monitoring, and evaluation systems.
The activity produced two key outputs: a preliminary list of ATI programs proposed for the 2029–2033 Evaluation Agenda and documented findings and recommendations from the evaluability assessments of selected programs.
Through this initiative, ATI continues to promote evidence-based decision-making, accountability, and continuous learning in support of a more effective and responsive agriculture and fisheries extension system.
