STII PAF-ESP

IPIL, Zamboanga Sibugay — The National Private Agriculture and Fisheries-Extension Service Provider (PAF-ESP) Council conducted a two-day Field Validation from March 11 to 12, 2026, at the Sibugay Technical Institute, Inc., Upper Pangi, Ipil, Zamboanga Sibugay.

The activity served as the accreditation process for PAF-ESP applicants, including interview, ocular inspection, validation, and verification of documents prescribed by the Field Validation Tool.  

The National PAF-ESP Secretariat, Ms. Alliah Lyn P. Ditche, opened the activity and highlighted the presence of ATI-Region IX OIC-Center Director Gerry R. Pagariggan, DVM, and representatives from Sibugay Technical Institute, Inc. (STII): School President Dr.  Maria Bella Chiong-Javier and Ms. Chris Ancheta.  Ms. Ditche also emphasized the importance of field validation as a key component of the accreditation process,  emphasizing PAF-ESP's role as an extension arm of the Agricultural Training Institute (ATI).

Meanwhile, Pres. Chiong-Javier introduced STII as a private technical-vocational school in Zamboanga Sibugay. She highlighted its alignment with ATI extension services and expressed strong willingness to forge a deeper partnership, aimed at expanding knowledge and skills among young farmers pursuing agriculture-related courses, training, and livelihood opportunities for local constituents.

During the checking of documents, STII representatives presented the legal and technical documents. The Council examined updated financial audited statements and attachments, with a focus on transparency, accountability, and institutional improvements.

The Council also verified updated personal data sheets and the validity of certificates for trainers, staff, and on-call lecturers.  The validation involved an ocular inspection of facilities to assess STII's capacity to serve as a training venue and demonstration site.

Based on the institution's demonstrated capacity and compliance with transparency standards, the Council officially endorsed STII for accreditation as a Regional PAF-ESP of the ATI, reaffirming a mutual commitment to excellence in agricultural extension services.

Moreover, the accreditation process emphasized the commitment of both the National and Regional Training Center IX PAF-ESP Secretariat and Sibugay Technical Institute, Inc. (STII) to uphold high standards of excellence, transparency, and accountability in agricultural extension services.
