

The Agricultural Training Institute (ATI), through the Policy and Planning Division (PPD), conducted the second batch of the Workshop on Updating the Results-Based Monitoring and Evaluation (RBME) and Performance Indicators on March 11, 2025. Held virtually, the session was intended for personnel involved in Policy, Planning, Monitoring, and Evaluation (PPME) at both the Central Office (CO) and across the network of Training Centers (TCs). As part of a series of workshops, this session aimed to refine and update the Quality Objectives (QOs), Online Planning, Monitoring, and Evaluation System (OPMES), and Strategic Performance Management System (SPMS) indicators.
In her welcome remarks, ATI Assistant Director Antonieta J. Arceo emphasized the importance of updating the Quality Management System (QMS) Manual to align with the performance indicators mandated by the Department of Agriculture (DA). She highlighted that this initiative ensures a synchronized, simplified, and structured documentation process, forming the foundation for personnel performance assessment and continuous organizational improvement.
Key discussions focused on revisiting PPME functions based on various issuances, standardizing QOs and target statements, and refining corresponding output indicators. The participants also addressed the categorization of different plans and monitoring and evaluation (M&E) reports to enhance clarity and efficiency in identifying relevant indicators.
The second session tackled refinements in the SPMS, distinguishing roles for Section Chiefs and Assistant Center Directors, clarifying review versus approval processes, and improving timeliness criteria for plan and report submissions to ensure rating system consistency. During the workshop, participants actively contributed insights and suggestions on QOs, target statements, and indicators, drawing from their firsthand experiences in their respective offices.
Ms. Milagros C. Urbano, Chief of the Policy and Planning Division, expressed gratitude for the participants’ active engagement, acknowledging that their input significantly contributed to the enhancement of ATI’s processes and systems. She emphasized that the initiative remains a work in progress, serving as a crucial foundation for developing more effective performance metrics.
Moving forward, the series of workshops will extend to other ATI technical divisions and sections, culminating in the finalization of the updated Performance Indicator Guidelines by June 2025. This initiative reinforces ATI’s commitment to a streamlined, results-driven approach in policy, planning, monitoring, and evaluation.
