The ATI-RTC 02 in partnership with the DA- Regional Field Office No. 02 conducted a Regional Roll-out of the Use of Outcome-based Monitoring, Evaluation and Learning (MEL) Tool on April 19-21, 2023 at ATI-RTC 02, San Mateo, Isabela.
The activity's main focus is the use of outcome-based MEL application linked in the RCMAS database. This shall serve as a digital tool for DA’s Rice Program to monitor and evaluate the effectiveness of the various rice program interventions to farmers such as seeds and fertilizer subsidy, access to machinery and training.
It was participated by DA-RFO 02 enumerators and partner LGUs in Isabela and Cagayan. The participants were expected to interview 200 farmers each in the 2 provinces. The result of the interview will be analyzed and interpreted by the International Rice Research Institute (IRRI) as a guide for decision and policy making.
