Invitation to Bid for the Construction of 40-head capacity finisher operation Piggery House under Swine Industry Recovery Project (SIRP) ITB No. ATI-RTC 02-2024-007

1. The Agricultural Training Institute – Regional Training Center 02 (ATI-RTC02), through the 2024 General Appropriations Act intends to apply the sum of Eight Hundred Thousand Pesos Only (Php 800,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of 40-head capacity finisher operation Piggery House at Quezon, Isabela. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Agricultural Training Institute Regional Training Center 02 now invites bids for the above Procurement Project. Completion of the Works is required One Hundred Twenty (120) calendar days upon receipt of the Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using nondiscretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from ATI-RTC 02 and inspect the Bidding Documents at the address given below from weekdays from 9:00AM – 4:00PM office hours.
5. A complete set of Bidding Documents may be acquired by interested bidders on December 12, 2024 from the given address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One thousand pesos only (Php 1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees either inperson or through electronic means.
6. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before December 23, 2024, 1:00PM. Late bids shall not be accepted.
7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
8. Bid opening shall be on December 23, 2024, 1:15 PM at Conference Hall, Food Tech Building, ATI-RTC 02, Malasin, San Mateo, Isabela. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
9. Bidders should comply with the applicable provisions of Section 23.4.2 of the IRR of R.A. 9184 and with a modified set of requirements integrating eligibility documents and criteria for infrastructure projects as provided in Annex E of the 2016 IRR of R.A. 9184, or the Contract Implementation Guidelines for the Procurement of Infrastructure Projects.
10. The ATI-RTC 02 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
