ITB - CONSTRUCTION OF BIOSECURED & CLIMATE CONTROLLED FACILITY FOR SWINE ARTIFICIAL INSEMINATION PROJECT IN CENTRAL LUZON UNDER INSPIRE PROGRAM FOR FY 2024 IN AURORA

1. The AGRICULTURAL TRAINING INSTITUTE - REGIONAL TRAINING CENTER III, through the GENERAL APPROPRIATIONS FUND OF 2024- UPGRADED SWINE ARTIFICIAL INSEMENATION PROJECT intends to apply the sum of Three Million There-Hundred Fifty Thousand Pesos Only (Php 3,350,000.00) being the ABC to payments under the contract for the CONSTRUCTION OF BIOSECURED & CLIMATE CONTROLLED FACILITY FOR SWINE ARTIFICIAL INSEMINATION PROJECT IN CENTRAL LUZON (Brgy. Reserva, Baler, Aurora) UNDER INSPIRE PROGRAM FOR FY 2024 with Identification Number: ATI-RTC3-2024PB-02.  Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The AGRICULTURAL TRAINING INSTITUTE - REGIONAL TRAINING CENTER III now invites bids for the above Procurement Project.  Completion of the Works is required One Hundred Twenty Days (120) upon receipt of Notice to Proceed.  Bidders should have completed a contract similar to the Project.  The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Prospective Bidders may obtain further information from AGRICULTURAL TRAINING INSTITUTE - REGIONAL TRAINING CENTER III and inspect the Bidding Documents at the address given below during 08:00AM to 5:00 PM during workdays.
5. A complete set of Bidding Documents may be acquired by interested Bidders on April 30 to May 20, 2024 at 1:00PM from the given address and website(s) below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PHP5,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means. Letter of Intent shall be submitted to the BAC Secretariat prior to purchase of Bid Document.
6. The AGRICULTURAL TRAINING INSTITUTE - REGIONAL TRAINING CENTER III will hold a Pre-Bid Conference0F0F^[1] on Wednesday, May 8, 2024 at 2:00 pm at ATI RTC III, Training Hall, Gov’t complex, San Ramon, Dinalupihan, Bataan, which shall be open to prospective bidders. 
7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before Monday, May 20, 2024 at 1:00 PM, Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9. Bid opening shall be on Tuesday, May 20, 2024 at 2:00 PM at the given address below, Agricultural Training Institute – Regional Training Center III, San Ramon, Dinalupihan, Bataan. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
10. DA ATI - RTC III does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or any other party. any sort of this kind shall be reported immediately to the office of the da secretary of the national bureau of investigation for entrapment and proper investigation
11. The AGRICULTURAL TRAINING INSTITUTE - REGIONAL TRAINING CENTER III reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
