PROJECT TITLE

INVITATION FOR NEGOTIATION (Negotiated Procurement – Two Failed Biddings)

FOR THE CONSTRUCTION OF PIG HOUSING AND FACILITY FOR SWINE INDUSTRY RECOVERY PROJECT IN TWO (2) MUNICIPALITIES OF LAGUNA PROVINCE

1. The DA - AGRICULTURAL TRAINING INSTITUTE REGIONAL TRAINING CENTER CALABARZON, through the 2025 General Appropriation Act (GAA) intends to apply the sum of ONE MILLION SIX HUNDRED THOUSAND PESOS ONLY (Php 1,600,000.00) being the Approved Budget for the Contract (ABC) for the CONSTRUCTION OF PIG HOUSING AND FACILITY FOR SWINE INDUSTRY RECOVERY PROJECT (SIRP) IN TWO (2) MUNICIPALITIES OF LAGUNA PROVINCE. Bids received in excess of the ABC shall automatically be rejected.

2. The Procurement procedure for this requirement is Negotiated Procurement for Two Failed Biddings pursuant to Section 53.1 of 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
3. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline to the BAC and which would meet the minimum technical specifications required.
4. The DA-ATI CALABARZON through its Bids and Awards Committee (BAC) now invites technically, legally, and financially capable suppliers for the said project.
5. Interested bidders may obtain further information from DA-ATI CALABARZON and inspect the Bidding Documents at the address given below from 9:00 a.m. to 4:00 p.m.
6. The DA-ATI CALABARZON will hold a Pre-Negotiation Conference on March 21, 2025 at DA-ATI CALABARZON, Brgy. Lapidario, Trece Martires City, Cavite and/or through video conferencing or webcasting via Google Meet, which shall be open to prospective bidders.
7. Proposals must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before March 25, 2025; 10:00 AM. Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
9. The Opening shall be on March 25, 2025; 1:00 PM at DA-ATI CALABARZON, Brgy. Lapidario, Trece Martires City, Cavite and/or through video conferencing or webcasting via Google Meet. The bids shall be opened in the presence of the bidders or their duly authorized representatives who choose to attend the meeting.

11. The DA-ATI CALABARZON reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
