ATI Ilocos Region Empowers INSPIRE Beneficiaries through Training on Animal Health Care and Management

The Department of Agriculture – National Livestock Program (DA-NLP), through the DA – Agricultural Training Institute – Regional Training Center I (DA-ATI-RTC I), continues to allocate resources to address gaps in livestock health management in support of food security. As part of this effort, and to promote sustainable backyard livestock raising, the DA-ATI-RTC I conducted the third batch of the Training on Animal Health Care and Management for INSPIRE Beneficiaries held from May 19 to 23, 2025, at NSCC Hotel, Vigan City, Ilocos Sur.

The training was designed to equip the INSPIRE beneficiaries with basic veterinary practices and animal health care knowledge, as well as provide them with effective livestock management strategies to improve animal well-being, productivity, and long-term sustainability in their farming operations.

A total of 26 participants from various farmers’ cooperative/associations (FCAs) in Region I engaged in a five-day learning journey that focused on animal health care practices such as proper feeding, disease prevention, deworming, and sanitation. Key sessions also covered early detection of diseases, recordkeeping, and animal welfare. Hands-on activities were integrated into the sessions to ensure that participants gained both theoretical understanding and practical skills.

Resource persons from the Department of Agriculture–Regional Field Office I (DA-RFO I), the National Meat Inspection Service (NMIS), and the Provincial Veterinary Office of Ilocos Sur provided expertise on livestock diseases of economic and public health importance. Topics included clinical signs of animal diseases, biosecurity measures, ethno-veterinary medicine, and animal welfare principles. These discussions enabled participants to recognize threats early and respond effectively using science-based interventions.

Each FCA developed a re-entry plan that outlined how they intend to apply their learnings within their own FCAs and local communities. These plans aim to improve animal care practices at the grassroots level, promote sustainable livestock production, and support the overall goals of the INSPIRE program in uplifting rural livelihoods.

Pre and post-test assessments also showed significant learning gains. All participants achieved passing scores, demonstrating increased competency in animal health care. Participant impressions also reflected satisfaction with the training’s content, delivery, and practical relevance. Many noted the value of the interactive approach, supportive trainers, and the opportunity to learn from peers across the region.

This training initiative supports the institute’s continuing mission to empower rural communities through relevant, inclusive, and science-based capacity-building efforts. By investing in farmer-leaders and enhancing their knowledge, ATI contributes to more resilient livestock industry and improved food security in the region, and in the country as a whole.
