DA-ATI-RTC 1 Sets the Stage for 2025 and Beyond with Strategic Planning Workshop

The Department of Agriculture-Agricultural Training Institute-Regional Training Center 1 (DA-AT-RTC 1) kicked off 2025 with a significant initiative: the “Unveiling the FY 2025 Strategic Planning and Navigating 2026 Operating Units for Excellent Extension Services.” This first activity of the year marked a crucial step in ensuring smooth operations and continued accomplishments of the center.

To achieve this goal, the Center's staff gathered for a collaborative sessions aimed at enhancing agricultural extension services for 2025 and beyond. Through strategic planning, group dynamics, and improving operational efficiency, the team sought to better serve the agricultural sector and support sustainable community development.

The activity commenced with a presentation delivered by OIC-Center Director Dr. Jayvee Bryan G. Carillo, emphasizing the importance of aligning the organization's plans with the needs of farmers and communities.

"We are committed to enhancing our capacity to serve the agricultural sector," Dr. Carillo noted. "This strategic planning is vital to ensure we deliver high-quality extension services while being responsive to the changing needs of our stakeholders," he added.

Moreover, the workshop highlighted the significance of understanding the organization's overall physical and financial performance for FY 2024. This review provided a solid foundation for decisions and program implementation in 2025.

To further improve operational efficiency, new tools were introduced, including the Ilocos Region Unified Performance Monitoring System (IRUPMS). Presented by Mr. Arvin John Cruz, this system streamlines training monitoring and procurement tracking. In addition, Dr. Carillo discussed the pre-procurement process for supplies and properties, stressing the importance of data-driven decision-making.

A session on the modernized Philippine Government Electronic Procurement System (mPhilGEPS) was also featured, led by Mr. Rogelio Dp. Labrador, Jr., DMO IV from the Interim Procurement Management Service of the DA-Office of the Secretary. Mr. Labrador discussed the importance of modernizing procurement processes to increase transparency, accountability, and efficiency.

To foster teamwork and collaboration, the activity included group dynamic sessions aimed at improving communication, trust, and collaboration among staff. These activities strengthened relationships and reinforced the team's commitment to the Center's mission.

As Dr. Carillo wrapped up the successful session, he remarked, “After this activity, we are stepping into 2025 with renewed energy and enthusiasm. Together, we can achieve our goals and make a meaningful impact on the lives of our farmers and communities."

With the strategies discussed and plans laid out during the workshop, DA-ATI Ilocos Region is well-positioned to continue delivering high-quality agricultural extension services in FY 2025 and beyond. By embracing innovation, data-driven decision-making, and a unified team approach, the Center is set to meet the agricultural sector's demands and support sustainable community development.
