RCEP Conducts its Review and Assessment for CY 2023

In order to ensure the effectiveness and sustainability of RCEP interventions, a review and assessment on the implementation of the training and extension services provided was conducted. The review and assessment helped in identifying the strengths and weaknesses of the program’s interventions through its years of implementation.

The two days’ activity allowed the implementing agencies to identify gaps in the delivery of training and extension services, such as inadequate coverage or insufficient technical support. Also, it was able to assess the effectiveness of the interventions in addressing the specific needs of the target beneficiaries in Kalinga and Ifugao.

Activities included were the presentations of targets and accomplishments of the implementing agencies namely PhilRice-Isabela, PhilMech, TESDA-Kalinga and Ifugao and DA-ATI-RTC-CAR. Part of their presentations are the issues and concerns encountered during the implementation of the activities related to the program. At the end of each presentation, RCEF-LSA operators and representatives raised their queries or clarifications related to the presentation. This also enabled them to settle some of the concerns encountered during the implementation of their Farmer Field School.

On the second day, participants were enabled to identify their training needs through answering the RCEF Agricultural Training and Extension Needs Assessment Survey Form. This enabled them to identify what are the skills they needed during the implementation of their FFS. After answering the TNA, they were grouped by province to identify and discuss what were the challenges they have encountered and what are the possible solutions they can do to solve the problems. In identifying the solutions, they were enabled to rate its feasibility and impact from one being the lowest and five as the highest.

The mid-year assessment was conducted last May 30-31, 2023, at Garden Nen Ines, Shilan, La Trinidad, Benguet. This was participated by the 18 Rice-based Learning Sites for Agriculture from Kalinga and Ifugao, representatives from PLGU Kalinga and Ifugao, representatives from MLGU Rizal and Alfonso Lista, representatives from TESDA Kalinga and Ifugao and representatives from PhilRice and PhilMech.
