enGenderizing Extension in the Cordillera: GAD Offshoot Its Financial Performance in 2024

The Regional Training Center of the ATI in the Cordillera Administrative Region (ATI-RTC-CAR) supports and empowers both men and women and must be involved in identifying problems, needs, constraints and solutions. As a training institution, the Center through its GAD focal person, Ms. Jam R. Balingan presented its accomplishment for the FY 2024.

In terms of the financial aspect, the amount spent for the implementation of GAD-related training was ₱6,802,685.46 translated to 7% accomplishment surpassing the targeted 5% (₱4,859,714.02) of the total allocated budget of the Center amounting to ₱97,194,280.48.

For the physical accomplishment, the Center was able to accomplish 36 training activities and other related agriculture and fisheries activities with 100% accomplishment. Of these training and other related activities, a total of 1,163 individuals were trained over its target of 1,140 participants with a 102% accomplishment.

Ms. Balingan, stressed that GAD is being undertaken to engenderize extension in the region and overall to address gender issues both with the clients and within the organization as a whole. For the clients, the gender issues to be addressed were: unequal opportunities for both women and men to contribute to and benefit from agricultural and fisheries development; lack of knowledge of AEWs on GAD implementation in their extension activities; lack of gainful employment and entrepreneurial opportunities; and lack of opportunities of the youth in financing their studies which pose an additional burden to women. For the organization, the gender issues to be addressed were: gender sensitivity was not included as part of the orientation of newly hired personnel, and lack of technical assistance of staff on gender mainstreaming.

The presentation was delivered during the year-end planning entitled “Tracking Outcomes Towards Organizational Goals: DA-ATI-RTC-CAR FY 2024 Year-end Performance Review and FY 2025 Operational Planning” last January 21-23, 2025 held at the Aspulan Hall, ATI-RTC-CAR, BSU Compd., La Trinidad, Benguet.
