
The Agricultural Training Institute (ATI) through the Policy and Planning Division (PPD), recently conducted the 3rd batch of workshop on updating its Results-based Monitoring and Evaluation (RBME) performance indicators. Held virtually via Zoom on March 18, 2025, the workshop brought together representatives from the Partnerships and Accreditation Section (PAS) of the ATI Network of Training Centers and the Partnerships and Accreditation Division (PAD) from the ATI Central Office. As part of a series of workshops, this session aimed to refine and update the Quality Objectives (QOs), Online Planning, Monitoring, and Evaluation System (OPMES), and Strategic Performance Management System (SPMS) indicators.
In her welcome remarks, Assistant Director Antonieta Arceo emphasized the need for harmonization of performance indicators across ATI. She underscored the importance of aligning quality objectives, systems, and processes to enhance the efficiency and impact of ATI’s programs.
Facilitated by Mr. Bernard James Tandang from the Policy and Planning Division, the sessions focused on reviewing the roles and functions specific to the Partnerships and Accreditation Operating Unit, updating key performance indicators, standardizing QOs and target statements, and refining corresponding output indicators specifically those related to extension program development, accreditation of extension service providers, management of rural-based organizations (RBOs), and youth engagement in agriculture.
The second session focused on refining SPMS components, including the delineation of roles for Section Chiefs and Assistant Center Directors, clarification of review versus approval processes, and improvements in timeliness criteria for plan and report submissions to ensure rating system consistency. Participants actively contributed insights, drawing from their field experiences to refine QOs, target statements, and indicators.
The workshop concluded with a synthesis of discussions and key takeaways. Ms. Milagros C. Urbano, Chief of the Policy and Planning Division, expressed her gratitude to all participants for their active engagement. She reiterated the significance of refining performance indicators to ensure that ATI’s programs remain effective, measurable, and aligned with strategic goals.
The updated performance indicator guidelines, expected as an outcome of this workshop, will serve as a valuable tool in enhancing ATI’s monitoring and evaluation processes. With continued collaboration and refinement, ATI aims to strengthen its role in delivering high-quality agricultural training and extension services across the country.
