Workshop Enhances ATI’s Performance Indicators for Improved Monitoring and Evaluation for Career Development and Management Metrics

The Agricultural Training Institute (ATI), through its Policy and Planning Division (PPD), successfully conducted the fifth and final batch of its workshop series on the enhancement of Results-Based Monitoring and Evaluation (RBME) performance indicators. The virtual session was held via Zoom on April 8, 2025.

This concluding session brought together key representatives from the Career Development and Management Section (CDMSS) of the ATI Network of Training Centers, alongside participants from the Career Development and Management Division (CDMD) of the ATI Central Office. The series was designed to ensure the alignment and refinement of the Quality Objectives (QOs), Online Planning, Monitoring, and Evaluation System (OPMES), and Strategic Performance Management System (SPMS) indicators.

Facilitated by Mr. Bernard James Tandang from the PPD, the sessions focused on reviewing the roles and functions specific to the Career Development and Management Operating Unit, updating key performance indicators, standardizing QOs and target statements, and refining corresponding output indicators specifically those related to Training and curriculum development, career development, scholarship management, and other functions such as monitoring and evaluation.

The session also placed significant focus on the Strategic Performance Management System (SPMS), particularly on refining key indicators and success measures across various program areas. This included training course accreditation, training design approvals, and article contributions. Participants proposed aligning accreditation targets with existing data sources, improving timelines and approval flows, and refining individual performance measures to reflect realistic roles and responsibilities. Discussions also covered revisions in scoring systems for learning assessments, rating alignments for participant targets, and the enhancement of indicators related to scholarship and award management.

The workshop concluded with a synthesis of discussions and key takeaways. Mr. Tandang, expressed his gratitude to all participants for their active engagement and for the fruitful discussion. He reiterated the significance of refining performance indicators to ensure that ATI’s programs remain effective, measurable, and aligned with the Institute’s strategic goals.

With the completion of this final consultation workshop, the PPD is now set to finalize the updated Performance Indicator Guidelines by June 2025. These guidelines will play a critical role in enhancing ATI’s monitoring and evaluation processes, supporting more efficient, aligned, and impactful program delivery across its nationwide network.
