ATI Holds SPMS Orientation to Enhance HR Strategies

DILIMAN, Quezon City—To enhance its organizational effectiveness, the Agricultural Training Institute (ATI), through its Human Resources Management Office (HRMO) and Policy and Planning Division (PPD), conducted a comprehensive orientation for staff in the central office and the training centers on the Strategic Performance Management System (SPMS) in collaboration with the Civil Service Commission (CSC).

The primary objective of this initiative is to empower employees with a nuanced understanding of the SPMS guidelines, allowing them to set clear and achievable targets. It also aims to address the gap related to employee turnover caused by resignations, transfers, and retirements, as well as to acquire knowledge and strategies to fast-track the recruitment process.

During the orientation, PPD-Policy Standards and Development Section chief Bernard James Tandang shared insights about the SPMS, focusing on the Division Performance Commitment and Review (DPCR) and Individual Performance Commitment and Review (IPCR). Meanwhile, HRMO officer Jennifer Taruc addressed concerns related to human resources, particularly recruitment strategies and appointment procedures.

In addition to this, the participants received an in-depth explanation from the CSC on leave administration protocols, ensuring a thorough understanding of administrative procedures. Furthermore, ATI Assistant Director Antonieta Arceo provided an update on the Anti-Red Tape Act (ARTA), including the Report Card Survey 2.0 and client satisfaction measurement initiatives.

Recognizing human resources as pivotal to organizational success, ATI emphasized the significance of policy adherence and effective implementation strategies. Through empowering its employees, ATI seeks to foster a culture of excellence and drive performance outcomes across all levels of the organization.

The SPMS Orientation was held from May 7 to 8, 2024, at the Rural Development and Education Center in this city.
