ATI Introduces Innovative PPME Approaches through Design Thinking

CEBU CITY – As part of its efforts to enhance governance through innovative solutions, the Agricultural Training Institute (ATI) through the Policy and Planning Division (PPD) held an innovation workshop dubbed as the ‘PPMEvolve’. 

Employing the design thinking approach in the public sector, the PPMEvolve focused on generating crucial innovations to address the Policy, Planning, Monitoring, and Evaluation (PPME) challenges of the Institute. These include slow policy adaptation, inefficient planning and budgeting processes, weak monitoring and evaluation (M&E) system and fragmented data sources, as well as limited stakeholder involvement in planning, M&E, among others.

Dr. Jalton G. Taguibao, an expert in public policy management, research,  planning, and design thinking, facilitated the workshop, guiding the participants through sessions that introduced innovation within the context of PPME, and the design thinking process. Explaining the framework with practical, real-world examples, Dr. Taguibao remarked, "Innovation also lies in the simplest of things, yet still manages to show novelty," emphasizing that even straightforward solutions can be groundbreaking.

During the workshops, the participants worked on stakeholder and empathy mapping to create problem statements, brainstormed and mind-mapped ideas and solutions, and developed a PPME value proposition canvas. The last session involved the participants’ pitching of proposed PPME innovations, where valuable insights were provided by a panel headed by the ATI Directorate, together with Dr. Taguibao. The panelists underscored the importance of empathizing with stakeholders' needs and perspectives to define problems and develop citizen- and community-centered solutions.

 By fostering a culture of innovation, the workshop equipped the participants with the tools and mindset to promote advancements in the PPME systems, procedures, and approaches. True to one of ATI’s core values, “Innovative - We Keep Raising the Bar,” the activity demonstrated the Institute’s commitment to continuous improvement and excellence, thereby enhancing ATI's governance and service delivery.

The PPMEvolve: Innovation Workshop was held from May 21 to 23, 2024 in Cebu City. It was attended by selected staff from the Institute’s network of training centers, including those from the Central Office.
