DILIMAN, Quezon City – The Agricultural Training Institute (ATI), through the Policy and Planning Division (PPD), facilitated a workshop to update the Results-Based Monitoring and Evaluation (RBME) and performance indicators for the Administrative and Finance Unit (AFU). The event brought together 24 participants from both the Central Office and Training Centers with the aim to review and update the existing performance indicators, especially those concerning the core functions of the operating units.
In her welcome message, ATI Director Remelyn R. Recoter emphasized the importance of updating the performance indicators to ensure accountability, evidence-based decision-making, and alignment with the Institute’s "Always Timely Intervention" mantra, as well as the Department of Agriculture’s (DA) transformational agenda.
Over the course of two days, the participants engaged in input sessions on AFU core functions, referencing relevant policies and issuances. The workshop also included breakout group activities and presentation of outputs from eight specific offices/functions: Accounting, Budget, Cashier, General Services (focusing on Infrastructure and Motorpool), Dormitory, Records/Document Control, Procurement/Supply Management, and Human Resource Management.
Each group worked on defining the harmonized quality objectives and target statements, identifying output indicators under the Online Planning Monitoring and Evaluation System (OPMES) and the Strategic Performance Management System (SPMS) indicators of their units while identifying the personnel responsible for each target. The workshop concluded with participants expressing appreciation for the collaborative process, which ensured that all AFU functions were comprehensively captured—particularly given that these units manage a significant portion of ATI’s budget. Project Development Officer III Bernard James R. Tandang of the PPD extended his gratitude to the attendees for their active engagement, emphasizing that their contributions would enhance ATI’s monitoring and evaluation system.
Building on the workshop outputs of this activity, a series of virtual sessions will be conducted for the technical operating units at the Central Office and Training Centers and followed by the drafting and finalization of the updated ATI Performance indicator guidelines by June 2025.
The workshop was held last March 5 to 6, 2025 at RDEC, ATI Central Office.
