
To enhance the efficiency and effectiveness of its information service delivery, the Agricultural Training Institute (ATI), through its Policy and Planning Division (PPD), convened Information Services personnel from the Central Office (CO) and Training Centers (TCs) for the fourth batch of the Workshop on Updating the Results-Based Monitoring and Evaluation (RBME) and Performance Indicators on March 25, 2025, via an online platform. The session aimed to refine and update the Quality Objectives (QOs), Online Planning, Monitoring, and Evaluation System (OPMES), and Strategic Performance Management System (SPMS) indicators for information services.
In her welcome remarks, Assistant Director Antonieta J. Arceo emphasized the need to update ATI’s performance indicators to ensure alignment across the Institute. She highlighted the workshop’s relevance to ongoing efforts in restructuring positions and reviewing the functions of operating units. She emphasized the workshop’s relevance to ongoing organizational restructuring and the review of operating unit functions. Encouraging participants to maximize the session, she highlighted its role as a platform for enhancing existing indicators and introducing new ones based on evolving responsibilities.
Mr. Bernard James R. Tandang, Project Development Officer III, facilitated the first session, which focused on reviewing and identifying QOs and output indicators for the core function of information services. These functions include e-Extension Management, Integrated Agriculture and Fisheries Extension (AFE) Knowledge Resource Center Management, and Knowledge Products Development and Management Services. Participants raised concerns and discussed key areas such as e-Learning, information and communication technology (ICT), School-on-the-Air (SOA), the Digital Farmers Program (DFP), the Techno Gabay Program (TGP), knowledge hubs, knowledge products, and advisory services. The session resulted in the identification of QOs, target statements, and indicators for each function.
The second session centered on revisiting existing SPMS indicators, with a focus on output types and accountability metrics. Discussions covered the articulation of timeliness measures, delineation of targeting and reporting responsibilities between the CO and TCs for e-Learning courses, and approval levels for e-Learning content, information systems, websites, and social media postings. At the end of the second session, Mr. Vladimir B. Caliguiran, Information Officer III from ATI-RTC II, commended the workshop for its role in updating indicators and QOs to align with ATI’s evolving needs. He highlighted its contribution to promoting collaboration between the CO and TCs and the importance of a unified approach to information service delivery nationwide.
In closing, PPD Chief Milagros C. Urbano expressed gratitude for the participants’ active engagement and valuable inputs. She recognized their efforts in harmonizing QOs and refining performance indicators. With one remaining workshop scheduled for the Career Management and Development Division/Section, ATI remains on track to finalize the updated Performance Indicator Guidelines by June 2025.
